Over the past decade, the team behind Outerland has delivered enterprise systems across regulated financial institutions, helping organizations modernize infrastructure while maintaining the operational rigor required in complex regulatory environments.
Before founding BaseCap, Steven worked on regulatory reporting, capital, and risk infrastructure initiatives inside major financial institutions. That experience informs Outerland's approach: building technology solutions that actually work inside real operating environments.
Matt Gerard leads technical execution at Outerland. Previously Director of Engineering and AI Strategy at BaseCap Analytics, he built the AI infrastructure and production systems that powered automated analysis and operational workflows inside regulated financial institutions. He was also part of the team through BaseCap's successful exit.
Earlier in his career, Matt worked at a cybersecurity startup that successfully exited, shaping his approach to building secure and reliable systems that operate in real production environments.
